Mexico insists Dos Bocas refinery is still on track

The Mexican Ministry of Energy (Sener) on Monday highlighted the progress of the construction of the Dos Bocas refinery of the national oil company Pemex in Tabasco.
The updated record was broadcast on Friday and was broadcast at the press conference of President Andr¨¦s Manuel L¨®pez on Monday, showing that despite doubts about the feasibility and commercial prospects of the refinery, the sixth stage Or the “packaging” project is still expected to be completed in three years and the project will start in 2019.
Some of the most important developments are in package 4, where the Italian-Argentine engineering company Techint is building gravel and piles for the refinery processing plant. According to the update, 7,455m3 of gravel and 1,385m3 of concrete have been laid so far.
At the same time, in the 4-B package under the leadership of ICA Fluor, the workers completed the deep cementing construction of the sulfur recovery plant. “According to the accelerated execution plan, this activity was completed two months earlier than the original plan,” Sener video introduced.
In the first package, also led by ICA Fluor, the team performed advanced work related to the construction of coking towers and coking plant racks and structural supports.
The video shows that this month, ICA completed the deep cementing under the first package. So far, it has poured nearly 85,700 cubic meters of concrete and installed 10,401 tons of concrete reinforcement.
The second set of plans led by Samsung Engineering involves deep water consolidation, which involves the construction of hydration diesel and gasoline plants. More than 35,000m3 of concrete was poured and 4,962t of steel bars were installed. In addition, Samsung continued to excavate four processing plants and a hydraulic concrete filter.
The update shows that the filters in racks 200-1 and 100-1 have been completed, and the team is now working on adding steel to rack 300-1.
In the third package, which Sener calls the “core of the refinery”, cement piles were installed to build the catalytic device. For its part, in Pack 3-A, Samsung has poured nearly 9,500 tons of concrete for the plant and installed approximately 9,177 tons of concrete.
In Scheme 3-B, with the progress of deep cementing and excavation, the construction of two processing plants will continue. In the construction work jointly carried out by ICA Fluor and Honeywell’s American subsidiary UOP, workers have poured more than 26,010 cubic meters of concrete and installed 2,516 tons of reinforced concrete.
Option 5 involves the construction of storage facilities for the refinery on 140 hectares of land. Canada¡¯s Keller and Mexican companies Menard and Prodemex have completed deep cementing in 18 of the 54 planned storage tanks.
For the sixth package, the focus is on the administrative office, where consolidation and construction of structural supports for the refinery central control room were carried out. In addition, more than 31 kilometers of passages have been built.
Although the pace of construction continues to accelerate, Dos Bocas is still controversial. Critics say that there is a lack of transparency in construction and environmental impact, and Dos Bocas is the focus of the coronavirus case.
Since July, media reports indicate that 1,500 workers line up at Dos Bocas every day, without wearing gloves or masks, and failing to observe the precautions for staying away from society.
Dos Bocas is under rapid construction and the goal is to start operations at the 340,000b/d refinery by June 1, 2022.
